Using the combination of congeal and shockwave, this false god has numerous creature control cards. He would congeal any creature and shockwave it, leading to instant death. Eagle Eye adds to the creature control, and when his opponent brings out creatures on the top of bottom row, he plays inundation to simply wipe them out. If that's not enough, he has permafrost shields to block damage and freeze anything that attempts to touch him.

He is certainly not the hardest god, since an immortal creature is virtually invincible against his arsenal of creature control, perhaps excluding permafrost shield. Make sure to use Quintessence when playing a vital creature.

Rainbow control decks work exceptionally well against this god, since dim shields can block off almost all the damage he has, while quints block off almost all the control he has.

For the same reason, OTKs also walk over him, with their 1-shot kills rendering his control entirely helpless. If it's SoP-based, grow 5 creatures to a decent size, then wait for them to beat up Neptune in several hits.

Also, if you have earth quanta and Steal, steal his Poseidon. Without Sapphire Towers, this god cannot do anything other than shooting shockwaves and attacking with Eagle Eye.

Ray of Light - Hope deck does not work so well in here, since the god would kill several Ray of Lights with shockwaves and inundation would kill even more. The deck has no permanent control, so there's no way to remove the Inundation either.

Actually, there was one way (Doesn't work anymore). (Stop reading here if you don't want to know about the history of elements.) You could bait Inundation by playing more than one row of RoL's early. This would make him play it right away along with creatures, which would result in it absorbing too much water quanta and disappearing (doesn't really work anymore thanks to Inundation buff). Light Dragons could have done more damage against the Permafrost Shield, but Archangels could heal themselves after all the creature control this FG has. The difficult part was doing enough damage before you decked out, and you would likely not be able to keep more than 5 or 4 RoL's due to this, depending on the situation (if Permafrost was late, you would keep pummeling with RoL's). Therefore, SoG's were very helpful against Neptune with a Hope deck. Early Electrocutor helped a lot since you won't have been able to do enough damage or accumulate enough Light quanta if he freezed too many of your creatures with Squids.

Oracle Counter

Mono Aether with healing gets EM's frequently.

Neptune's creature control is useless against Mono Aether's immortal creatures. Deflagrations are splashed in for Permafrost Shields.
