well you noticed that the cost of those cards is only 2 now think of a fractal deck with those you not so wise mage and the maintance cost are no problem since you would have to need 9 time quanta each turn which isnt that hard
Because the card has good synergy with one other card doesnt make it OP.
besides, lets say an ideal hand you can fractal a tock on turn 2 (4 aether towers, a fractal a tock and 4 time towers). You play the towers and save the tock and fractal (dont play tock in case of creature control) end turn. on turn 2 you play the tock (down to 7 quanta) and fractal it, you play 7 of them sucking all your quanta dry and with one tock in your hand. They all take one poison at the end of your turn bring them to 0/1. Next turn (even if you draw a tower) the most you can keep alive is 5 tocks, so you deal 10 damage per turn (but not until you let them die) Thats not very strong now is it?
Thats 10 turns before you would die in one hit (this isnt counting if they get extra time towers, but they would need alot more to fractal again) 10 turns is plenty of time for any rush deck (which is what this would be) to win. or for a deck to kill them one at a time and out heal each individual attack.
