i think its quite good as it is and would make water more balanced being weak on its own as it is.
idk about affecting the other field, not too many decks completely rely on creature abilities, and many of the ones that do are rainbow.
this card would have some good synergies out of element, such as air/water ffq or waterbows, but most of those decks have been done before, and often done better without it.
