Let There Be Light!
A magical photographer, who blinds its targets with a flashing light.
Expensive like a Light Nymph. Seriously, I'm thinking about making these cards rares, because some of them are nearly as powerful as nymphs.
Full text about the skill:
When Flash is used, all current opponent creatures get a Flash Counter. The flash counter shows the amount of decrease in accuracy with percentages.
If a creature is affected by Flash when it has already a 10+ Flash Counter, the increased counter will be 'original number+10' and not 'original number+10%of the original number'.
The Flash Counter goes down by 10 after each attack of the affected creature. So Adrenaline hastens refocusing while Sundial stops it.
Burrowed and immaterial creatures are immune to blinding. Restoring effects nullify any Flash counters on a creature (mutation, purify, heal) and when PU is used on a blinded creature, the new creature has no Flash counters at all.
Flash now removes invisibility.
The Counter cannot go under 0 and over 70 %, to be fair 80 %, to be realistic.
You can stack up high numbers by putting 6 copies of these in your deck.
Dare I mention Fracta-Flash? No Way!

For this one, I'd suggest a reduction on the upped cost and on the upped HP. (maybe 6|4?) Interesting mechanic. I'm wondering how many it would take to really make a difference, though.

... because I would be wasting a truckload of quanta that affords me just a bare percentage increase over a card that is one third as expensive?

5 Mega Polaroids on the field should make a fast shutdown, since the enemy cannot deal with 40% constant decrease in accuracy (without adrenaline). 3 can also be efficient, but works slower. Less than 3 is not very efficient.
But you both got the point of reducing the cost of the upgraded card, so I'm going to reduce it. Eventually it will be as effective as a Dusk Mantle, if not better. :)

The idea of the card is that Flash adds a status counter to every enemy creature that decreases their accuracy by 10%. Every turn, 1 counter is removed. So if you have multiple Mega Polaroids out, you can continue to increase the amount of accuracy loss until it's at 100%. It seems slightly overpowered to me now. Even if you kill all of the Mega Polaroids, it would still take 10 turns to regain complete accuracy.

Just compare to phase shield. They're both debatably balanced and do approximately the same thing :D
