Prepare the board with buffs, rewind RoL to get cards in the deck, destroy everything, suck up quanta.
Fractals could be used to suck up quanta. But nymph tears would be enough to prepare this. With couple of SoRs, you could continue to buff Pheonix even without pillars left.

But that leaves the question how you managed to get rid of the time quanta from the mark?
Relics just draw your own quanta as far as I know.

I just wish I hadn't FAILED and had that RoL in my hand... I know EXACTLY how I could have had a hand with just 6 other Minor Phoenixes...  But that was the one thing I didn't think of ahead of time... Bah

It usually takes me about a half hour to setup the poll, so an hour at the latest after the competition ends.
