Exactly what does this do?

... It does 4/6 damage and scrambles your opponent's quanta pool into different elements

I know the attack, i mean the ability, could you explain it in depth?

I got one of these and i'm not all too sure about what it does

OK, let say you were mono aether and had 10 aether quantum in your pool. your opponent plays discord. at the end of his turn the weapon attacks and then takes a random amount (there's a limit but not sure what it is)of your aether quantum and changes that amount into one of the 12 elements.

Ah, thanks, i was thinking it would take the opponent quantum and convert them into my elements lol. Thanks for clearing that up

In my experience, Discord has been inconsequential to any final result.

In decks that rely more on speed than control, this card can be a deal breaker.

In the case of black or red decks that attempt to cast dragons early to get the momentum, this can crush the deck. I've had this weapon when wielded by an AI take upwards of 10 quanta from single colors and distribute them. This can definitely be consequential.
