A: Maybe, but we've had a lot of Mutation tourneys already. Plus, it can ruin buffed creatures.

Q: Why is Parallel Universe banned?
A: The deck-building challenge is about using buffs. Allowing PU/TU makes for a counter deck just like the other banned spells.

You forgot the unupped SoR

BB and Rage Potion/Elixir can be buffs but are also extremely commonly used as CC which is probably why they are not considered buffs.

Luci is a good point. Potion and BB were added a while back along with LS. Yes, they can be used as CC, but if you expect BB, bring Quint. It's necessary to make Doll decks viable.
