Tournament is interesting but certainly time intensive as noted above.

While I may not be able to participate in battles I'll certainly be keeping an eye on this.

Also, a question : are we focusing mostly on recent/'surviving' ideas from the forums or will digging through the archives be part of the search for good cards?

Since we have at least 8 people interested, lets move on to finding cards that will be added. I do not see any reason to limit where the cards can come from.

Spoiler for 3 cards I am recommending from the monthly reviews. (Psion was already added):

Fenghuang is a card that gives Air a new sophisticated trick.
Ricochet is a card that gives Entropy a new way to be random.
Rejuvenation works to fill gaps in Life.
Can we just start with 'casual gameplay' so there's no pressure, and it can be more fun?

I do want a tournament. However the tournament is to test our metagame balancing and should be casual (at least that is my attitude). I encourage additional casual games as well (More data & more fun? Certainly!).

i'll subset my recommendations to those which havent already been suggested and feel most strongly about

Spoiler for Hidden:
 

Vulpecula: adds a small, but thematic, heal for aether
Aetheric Guard: it just makes sense to have a reflect shield in aether
Griffon: adds a protective deterrent mechanic for air's mostly low hp creatures
Shadling: continues darkness' the niche of gaining strength from opponent
Imp Spirit: a good implementation of using other creatures abilities
Reverent: one of my all-time favorite card ideas.  thematically fantastic.
Fallen Crusader: minor cc and a minor grow-like buff in one ability
Guinea Pig: mutation on a stick = fun
Amorphic Goo: Uses the mechanics mostly in place from supernova- in an unpredictably, but likely helpful, way
Graviton Carrier: Makes one of the previously least used cards in the game relevant and useful
Fae: a new interaction between existing cards and the cost to play cards from hand
Rain: if aoe can do damage, why not heal too?

Mmm, I think it's nice that everyone has ideas they think should be relevant for this, but we really need a way or at least a set of rules determining which cards we're going to explore.
The emergent "I think these cards are good, use them, pleeease" is rather sloppy and ineffective.

Perhaps we begin by each bringing forth say, 3 ideas?
Limit those down a bit further through discussion.
Finally decide which cards we're going to focus on (a vote perhaps?) - I don't see bias being as much of an issue here as with most competitions. I think most people who are in the IF can look at things objectively...
Then we can proceed to playtesting.

I personally don't see this as something occurring in a small window of time. If we really want this to be effective, it's going to have to go on for a while.
Likewise having too large of a cardset is going to skew our results in unfavorable manners. (Though there are of course alternative means of circumventing this)

Guess I'm saying not to leap before you look.

i dont see a point to an initial card submission limit, we can vote (and/or discuss) to widdle them down to a final selection to playtest.  otherwise we will only have ~33 cards to pick from and will likely already be down to 1 or 2 for many of the elements and lack any real choices. 

i dont think it will be possible for everyone to agree on the priorities of how to pick which cards, whether it be "this element needs this function", or "this card is novel", or "this card is fun", which is why i think voting would work out similarly to how hall of famers are voted on in major sports- that is to say there is no clearly defined criteria on what it takes to get in.  in our case, with ~11 people voting (who are all assumed to have at least some respectability, being in the IF), the cards that fit multiple criteria should end up being in the top 1-2 for each element.

Sorry if I've overlooked this, but what if instead of relying on suggestions, why not just stick to what the community has decided as a whole?  Just pull all the Armory level cards and start with that.  Or would that be too much?  If so, limit suggestions to those in Armory?

personally i dont think the voting system in the CIA forums is up to snuff, good cards slip through and junk tends to sit in there for months and months.  while the armory is one place to look for cards to submit here, i wouldnt support using the cia voting process as a cutoff.

The voting system is not ideal. It is evidence of good/poor quality but not proof. Some cards are well designed but did not progress as far. Some card by popular authors passed without significant critique. However I would suspect that a fair number of Armory cards will be suggested and selected.

Then there is the time gap to take into account. Card design has improved since the time the polls opened.
