Okay, I'm gonna calculate this:

First mutant: 17
chaos seed copy: 22
first generation of pandemoniums: 22 and 27
second generation: 22, 27, 27, 32
Total: 17 + 3*22 + 3*27 + 32 = 196 damage on turn 1. You are left with 2 unused quanta, + 9 from towers and 1 from mark. This give 12 quanta for round 2, enough to use deja vu 8 times and pandemonium with some left over.
Round 2:
everything uses deja vu. Copies all have +5 attack. This gives you:

Then comes pandemonium. Assume that it uses reverse time on the weakest mutants leaving only the strongest 12 and 11 free spots. The strongest 12 are 1 of the 22s and everything stronger. So everything stronger than 22 will be PU'd to fill remaining slots, giving:

Anything after this gets more complicated. Instead of reverse timing the unwanted mutants, you could also assume they stay at 3 health and just firebolt them. It also gets tricky over whether to PU or dive. Either way, I can't think of much stronger than this (though it may be tweakable).
