About the Boss task, is "cheap" suposed to mean "no rares, no upps" or an actual fine line in spent electrum?
Rares can be used, but significantly up the cost of the deck since they cant be bought, but grinded for. Time is money. Since the entire purpose is something cheap, I would advise against hard to get cards.

As I understand it, any kind of healing is allowed.

How are we supposed to represent the CIA deck? Manually tell people what's in it? Also, upped or unupped? Perhaps use photoshop? Also, all CIA cards make it slightly more restricted, perhaps allow a bit of leeway into letting some current game cards into the deck? Lots of CIA are built to synergize with current cards, but if not, that is fine too.

Photoshop or just a card list (with links) both work. Either upped or unupped is fine

All CIA cards is more restrictive especially when it comes to quanta production.
Since the quanta production is more restrictive I am dumping a bunch of options here. This is not a complete list.
Gem Maker [Armory] 1 per element. Behaves similar to a pendulum.
Quanta Locket [Armory] Other. Pillar that can shift element.
Quantum Pendulum [Armory]
Quanta Flash [Armory] 1 per element. Costs :rainbow and generates elemental quanta.
Primal Quantum [Forge] Entropy. Generate random pillar.
Temple of Element [Forge Archive] 1 per element. Behaves similar to a pendulum.
Element Amulet [Crucible Archive] 1 per element. Short lived pillar.
Lotus [Smithy] Other. Generates 1 quanta per card played. Acts like cost reduction.

My default opinion of a new card is OP. Your job as a card creator will have to be to convince me otherwise.

It has to be light. It has to in some way heal. Those are the only requirements.

The challenge here is to test you Card creators to make something new and original in a very redundant environment.

When maximum hp is increased, so is current hp (look at SoD and SS)
