Orb of Malice - inflict 3 damage to enemy and 1 to owner each time a spell is used.
Orb of Desolation - inflict 3 damage to enemy and 1 to owner each time a creature ability is used.

Formatting:

Thread title should have spaces on both sides of the "|", so that it says "Oblivion | Corruption"
You should change the card image for the unupgraded to say "everytime opponent uses a spell" and add "damage is cumulative" in the Text for the unupgraded version so that the table matches the card images exactly.

Mechanics:
May be overpowered, mostly because the opponent has no way to counter damage (without just not playing spells, of course), maybe make it a permanent with an ability that toggles between spell and abilities? This way, it'll be destroy-able (if the opponent is willing to take damage to destroy it).
The introduction of this card would shift the meta-game a lot, since players would be encouraged to have both useful abilities and useful spells in order to counter this one card. Maybe that's too large an impact for a single card?

Wil it be ok if i make it a permanent ?..

my proposed permanent is
oblivion = 4 damage to both players hp every time they use a spell
corruption = 4 damage to both players hp every time a creature uses an ablity
damage stacks depending on the number of permanents

IDK, personally, I'd decrease the cost and damage so that six copies in a deck aren't as powerful.

Hmm.. yea not bad. Have you considered making it so that the damage done depends on the cost of the skill (or spell) used? Something like that might be a bit more interesting than just the default 4 damage. I don't know..

maybe you can change the upgrade to -2 and -1 instead of -3 | -1 ,that would be balanced i think because of the devourer thing ya know(burrow and unburrow),  seriously?  It hurts you while it hurts your opponent? that's wicked dude,  then the opponent can heal while damaging you, this could also be used as an advantage by your enemy. This one could give way to new decks and strategies.

change the upgrade to -2 -1 i feel like its op if its -3
if possible make the circle smaller in your art I'm sure it would look beter
