Extreme Voltage is way OP. Killing your opponent is would be way too easy.
To win via extreme voltages, you would need:

But, unlike all other bolt, extreme voltage suffers really hard from shields (as long as they reduce damage).
I mean, EV is an upgraded card, so you will most likely face upgraded shields. They reduce 2 damage each (on average, diamond shield reduces 3, reflective shield does only 1, bone wall does something else, fire buckler and spine carapace are useless (except the 1 damage reduction), this is really wrecked by fog shield and impoved dusk however, and almost useless against Hope). So, let's take 2 damage reduction, and 9 pillars (on average the amount of time it takes with my fire bolt deck to gain 80 quanta).
1 EV would take 170 quanta and 34 creature slots, so that is impossible.
2 EV's would take 85 quanta and 2 turns. (17 first turn, 18 second).
3 EV's would take 55 quanta and 2 turns. (11 first turn, 23 second turn).
4 EV's would take 44 quanta and 2 turns. (16 first turn, 18 second turn).
5 EV's would take 35 quanta and 2 turns. (13 first turn, 21 second turn).
6 EV's would take 32 quanta and 2 turns. (11 first turn, 23 second turn).
To get all those cards and quanta you would need a lot of time and pillars. You can get a nice stall with phase shields, but those take your quanta, meaning it will take more turns to get enough quanta, so you are more vulnerable to permanent control.
