These are only 6 possible chains. Of all possible chains, its stats average at 10|10, 4 turns after its initial play turn. Now, if it were to be using generic quanta, with the exchange rate of 3:1 (generic to specific), Goo's average rise of 3|2 or 2|3 for 2.5 quanta is only slightly OP. But there's more! Since high HP doesn't equate in value to high attack, of which both are equally possible to be stat outcomes, Goo may have a 2/3 chance of being useless to average, a deal greater than being "OP."
