I like this idea, but one question, what do you mean by "get". Does your water quanta pool count, or only quanta you actually get at the end of your turn count?

besides dry spell, nova, immolation, and mark , there are no ways to generate without permanents.
immo and nova won't really be worth it, and with just mark a purify would be better.
Thus, this is a semi-forced combo; it doesn't have a lot of use without dry spell.

also note that this gives an additional reason to use marks over pillars.
