NOTES:
This is a variant on the Permanent Protection theme.  The more of your permanents are destroyed, the stronger Sera gets.  Quicksand DOES count as 3 permanents, acting as a natural counter to that card thought borderline overpowered.

I don't understand why destroying your opponent's permanents would increase this guy's stats...I suggest Sera's stats increase by +1/+0 when one of your permanents are destroyed, +2/+0 if it was a shield or weapon. (This might not work well with light, though...)

It is to give an opportunity to buff him up without depending on your opponent to do so, though only half as effective.

Light cards don't destroy or hurt anything and this guy is feeding off destruction? Can you explain the reasoning behind it?

Thematically it seems like Sera should benefit when permanents are played, not destroyed...

I do get the whole justice thing but this may go better with dark with an opposite theme of Evil or Thievery

I thought about giving it to :darkness, but it already has perm control.  I wanted to give this mechanic to an element that didn't have anything like that first.

And Sera is a shortened version of Seraph or Seraphim

Well I like the idea but I feel its one of the cards that works great with FGs but not so great with regular non-rainbow players.  Even with rainbow it still is iffy.

Honestly, you can spin it to work in any element if you think hard enough.  And no, sundials do not count, and neither does Wings or Phase Shield, since they are expired instead of being destroyed or stolen.

With time there's nothing for stealing or destroying other permanents and if sundials did count I would love this deck the only control time has is rewind / eternity (scarab requires gravity) light needs a control so now that I think about it this should be a light card but it needs something to be coupled with it like Smite / Holy Smite which destroys permanents.
