Target-specific, weaponized form of Fast Forward | Fast Forward. The point lies in its weapon form, together with Time Traveler's Shield. SERIES:

I like the card art.  Also the card seems nicely balanced.  Could be splashed into a rainbow deck with the cost.  I guess the primary use of this would be to rush Dimensional Shields a bit.  And as such I think it could find it's way into many a deck.
