NOTES:
The ability:
 - can target creatures and permanents, but not players.
 - affects expiration counters (on permanents, destroying those with 0 counters).
 - affects duration of frozen/delayed effects.
 - causes stat modification (on creatures) by poison counters, or abilities such as acceleration|overdrive|steam.
 - does not affect 'ability-usability' as summoning sickness.


Target-specific, weaponized form of Fast Forward | Fast Forward (http://elementscommunity.org/forum/index.php/topic,29525.0.html).
The point lies in its weapon form, together with Time Traveler's Shield (http://elementscommunity.org/forum/index.php/topic,46993.0.html).

I like the card art.  Also the card seems nicely balanced.  Could be splashed into a rainbow deck with the cost.  I guess the primary use of this would be to rush Dimensional Shields a bit.  And as such I think it could find it's way into many a deck.
