NOTES:
Fairly simple concept. Drains the players health in order to crush creatures.

Uses the Blood storage mechanic to store up players hitpoints to power the ability in a controlled manner.

Hmm, interesting idea but kind of strange to have a 'bloodthirsty vice' monster in a game like elements...

A lot of pseudo creation is mainly for fun and to experiment with design concepts (For example, Mirror Quanta was an experiment with the concept of 'what if an other-type cost was limited to your mark quantum?'). While such concepts may have a lower chance to actually appear ingame due to more coding (such as Duality Quanta), they're also interesting to mess around with. (Duality has had many artists rally behind it and Void's concept of reducing max HP did make it in as a Shard, assuming Zanz read the series page.)

As for the card - I'm not fully sure about balance, but:
Owl's Eye is 5 :air for 5 ATK and requires 2 :air to deal 3 damage to one creature. (2 Turns)
Bloodthirsty Vice is 5 :death for 0 ATK and requires 3 :death + 9 HP to deal -3 | -3 to all creature. (3 Turns)
OE requires Animate Weapon to play multiple copies.
BV requires no additional cards to play multiple copies.

5 ATK ~= 5 :underworld (Abomination)
9 HP ~= 1 :underworld (assuming that Holy Flash can immediately heal back the damage.)
1 turn ~= 3 :underworld (Silence)

8 :underworld is added to turn 3 single-target damage into an AoE of 3 damage and -3 attack.
Rain of Fire is worth 7 :underworld + 1 card. A mass AoE of -3 attack is worth ? :underworld

How much do you feel an Area of Effect spell that gives -3 | 0 to all enemy creatures is worth?

Good analysis... this is a single target though... not all creatures.

For balancing purposed, I went with a quote from OldTrees equating 1  :underworld ~ 4 HP...

So if you use this on the second round, its basically 6 :death + ~1.5  :underworld to give a target -4|-4.

Every round you hold off will increase the drain by -2|-2 for 3 HP ~.75 :underworld ... Although if it seems better to make it do AoE, that could work too.
(E.g. spam -1|-1 to a random creature for each )

... So in the long rung, this is equating -1|-1 = 1.5 player HP ~ .325  :underworld , at a rate of -2|-2 per turn.

This ends up being slightly more efficient than the standard growth mechanic (in reverse) which gives +2|+2 = 1 :underworld .

Of course, if there is a way to move counters from one card to another this becomes much more powerful.
