Yes, you can freeze and stun weapons. There are currently 2 methods to do so.
1) Delay or freeze a voodoo doll and it does the same to enemy's weapon (even untargetable ones)
2) Cast an icebolt on opponent and non-immaterial weapons may get frozen
Whether the glass is half full or half empty is a moot point. It is always filled to the brim. It is only a matter of by what. The real question is: What fills you?

It's a bit similar to your Epsilon, but not so close that it would be important, I think.

Yours accounts for all cards that might target a specific group of cards, while mine reacts to existing effects.
