Nice concept, could cost a bit less IMO (like 1 quantum less).
I was thinking that it might be a little to cheap. After all this will go a long way in a stall deck. As most decks depend on the triggered abilities of creatures and permanents this shuts down 1/2 that make up. It's kinda like a statis field but the creatures can still attack, be sacrificed, or any other thing under the sun. The concept does not go as far as removing the ability(which can be (in some terms) thought of as more powerful than this.). However it does do a blanket effect stopping a lot of decks cold. With this in mind I think it's gonna be a little harder to balance than it frist seems.
1. Cost : Higher cost for greater effect/time delay.
a. Effects all creatures in play. (includeing the controlers)
b. Olny last for
X number of turns.
2. Turn limit : Just how long would be to long for a single permanent to stop as many actions as this one could do.
3. Wording of effect/card.
4. Element of card.
a. I chose Time because it seemed to fit in with the delay concept of the element. However Time already has Sundial with the statis effect.
I have a problem with the name. (seems to bland to me but wasn't sure what else to call it.)
