I do not think this has been posted before. You may be remembering the series topic or the CCC thread.
Phasing is a new mechanic that has seen little use in the past so it is possible that something similar to Stratus Flyer existed.

I personally think the attack should be only reduced by 1 while Soaring.  Can this be used continuously to always remain invulnerable, or is there a point where it is vulnerable after the affect wears off?  If it can remain invulnerable forever considering quanta, then a reduction of 2 attack is appropriate in my opinion.

I hadn't even thought about that, but think Soaring would need to end before being used again. otherwise a negative attack would be the result.

I see Soaring to be similar to Burrowing. The difference is one  is flying out of range the other is using the the ground as shelter.

nice idea, is the ability reusable? if so this would go well with stat increasing effects such as blessing and then AIR BLITZ!!

Yes. You need to note the timing of when the effect ends. Is it at the end of the 2nd turn or the beginning of the 3rd turn?

Either would work. I suggest the end of turn version though to allow the opponent a window to counter.
