If they are affected by cards like Nightfall/Elicspe then yes this affects immortal creatures. If they are not affect be Nightfall/Elicspe effects then this has no effect on immortal creatures. The effect of Shard of Meekness is a global effect that does not target any creature but only affects some if they meet the requirements listed on the card. To get this card approved for the competition:
-Leave the ATK|HP section blank if the card is not a creature ("N/A" isn't appropriate, because those letters may represent an actual value in game; see Scarabs for example)
-Fix the various discrepancies between your card text and Ability description in your table (In your non-upped text, add a space between the ',' (comma) and 'but', as well as removing the 'e' from 'upgradeable')

Very strong against decks that require hard hitters to work effectively. I'm assuming this doesn't work against creatures that have been immortalized (or affected by Quintessence), correct?

Also, a suggestion to make your description a little less wordy:

"Halves the attack power of
all high-attack creatures (>2).
This effect cannot stack."

The 'Rounded down' part can be clarified in your notes.

This might be abusable with diamond shield, I like the concept though.
