Too bad Elements doesn't work that way alone. We are perfectly capable of creating a deck that can beat the deck they create, just as much as they are of creating one that can beat ours. PvP experience is a very minor factor in determining the outcome of matches. Assuming the decks are evenly matched and neither player has bad luck, then the game just comes down to decisions and card order. No one is psychic, so you can't know if your decision will be the right one or not. So, assuming that they both have the same chance of making poor decisions, the remaining factor of player influence is adaptation.
So far Timer has been testing a lot of decks, and I assume he will get in a lot of practice with the one he will be using this round, meaning he will know how to adapt to the deck jmdt uses.
My point: This early in the war, the likelihood of a person winning their match is about equal to everyone else's. Only masters and lieutenants have a slight advantage.
