Hard times for WMs...
On one hand, enforcing the rules in a community event like this is crucial. Any lack of discipline just promotes more rule-ignoring. Did entropy submit late? Yes. Do the rules make it clear what happens to teams that submit late? Yes.
Moreover, I've seen several cases of small bending/ignoring/overlooking of the rules by the WMs and it mostly causes drama. Of course, not doing so may also cause drama, but at least sticking to the rules gives the WMs a firm code to rely upon. So I guess they should just stick to the rules most times.
On the other hand, some of the rules are stupid. Like the rule that gives 10 bonus cards for propaganda (what is mostly a drag to warteams) then accepts some low level submissions as valid ones. Some submissions are a work of 5 minutes of googling and PSing; some have more effort put into them; but IMO neither of them are on the same level as oldtime propaganda stuff.
So we have a rule that is obviously not very good, but at least it is a rule, written clearly and known to everyone.
What does a WM do in a situation like this? Disregard the rule for the sake of common sense or enforce it for the sake of disclipline?
