now we have another discrepancy

2.4 Once the War Spoils are in effect, teams will Salvage 6 cards for each duel won, and Discard 27 cards for each duel lost.
4.1 Round 8+ is 0 salvage + 6 spoils.

So, will salvage/spoils during round 9+ use the transmutation rules for salvage or spoils?

Fixed. Round 8 is Spoils-only, and cards won that round are transmuted as such. They're counted in determining who makes it to Round 9 and can be used in Round 9. Cards won in Round 8 will not be made publicly visible
Rounds 9 onwards are played with the Vault salvage/transmutation rules. Hope that clears everything up.

To avoid further discussion, please add a sentence to the rules stating that a 14 card bid is always allowed even after 13 card bids. Obvious as it may be, officially it is not allowed at the moment.

That does not address bid increase requirements which are:

If non-favorite elements bid 14 cards on a 13 card "fav element" previous bid and Warmasters do not invalidate the bid, then I will not object to such proceedings.  Simply, I would like it stated somewhere that is how it functions so one can proceed to bid appropriately knowing how other bids will be handled.

You are confusing different levels of argumentation.

The rules clearly imply that you may NOT bid 14 after a 13. That's a fact.

You are arguing that anyone with a bit of common sense should be able to understand that if one may bid 14 after a 14, one should also be able to bid 14 after a 13. That is correct, of course. But basing rules on common sense will always lead to problems, misunderstandings and arguments, not only in an online forum, and should thus be avoided.

Considering 14 not as 14 but as infinity DOES help with the function of bidding at that 'limit' value (14 for this War).  However, others that may be less scrupulous could try to press that issue (13 requiring a 2-card increase cannot be bid as 14) since the rules don't state it as you did nor has a ruling been issued.
