For clarification, this can only be used on 1 player per team, correct?

Also, what is the protocol for indicating which cards you choose to discard? Obviously you must choose to discard them BEFORE the round begins which makes it a special case.

If you discard 10 of those cards you would be able to up 30 cards
which can be dispersed (in 3's) to any of your players.
As long as you keep it into groups of 3 (per card discarded), any of your players can use upgraded cards. So it can be used on multiple teammembers.
