Just a thought, but is it possible that War has grown far too complex and time-intensive? It doesn't really seem possible to stock 12 teams with active players in this community for an event lasting multiple months. This just means that some teams will be fine, and a bunch more will be incredibly overworked. War is almost a 2nd job now when you consider the amount of time and energy required to pull it off. Is that really what we are trying to create? A system to massive and demanding that people need to devote several hours a day to it for the span of multiple months? There seem to be penalties left and right for what amounts to bookkeeping mistakes, which is only going to serve to further discourage players on penalized teams from sticking with it. Worse yet, many of the rules are so complex that new players can't really be relied on to fully understand them. Complex rules just means even more is expected out of the veterans which just increases the workload on them. Could this be why there has been such a rash of vets quitting and/or going inactive this War?
Somehow, someway the system needs to be simplified. Smaller teams? Less cards? Less draconian enforcement of rules for minor errors that have no effect on the event? Something needs to be done to make War fun again, because right now there is a far too large segment that seems to be finding it anything but and that's not going to get anything but worse moving forward and the system just gets more and more complex and massive.
