Special Rules
Upgraded cards are not allowed.
Players will be given a list of cards 15 minutes before the start of the tourney that they can use in deckbuilding.
All pillars and pendulums can be used in deckbuilding.

No, the cards we can use will be posted once a TO or other staff user comes online and randomize which cards are allowed from  these elements if im not mistaken :aether :air :darkness :death :earth :entropy , the other elemenst where used in eastern.
