No, they can only be from the twelve Elements. "Other" is not an element.

the way i have taken the rules is that you are basically building a starter deckesque deck so pillars count as their element so therefore count towars the thirty cards of an element or the seven of a different element so therefore pillars and quanta prduction are all allowed unless rare which basically means marks are not allowed hope this clears a few things up if the TOs agree of course.

The answer to this question seems obvious to me.  A 40-card deck with only 3 sources of quanta would be ineffective in the extreme.
The rules do not ban other sources of quanta, nor do they state specifically that other sources are allowed.  Just the same, it seems clear that you may use pillars, pendulums, and other quanta sources among the 37 cards that are not Quantum Pillars.
