            or-MUST have two copies,no more-no less?

Don't quite get why reverse time and eternity is banned, they do not let you have any extra copies, just move them back from the table to deck...

2 good reasons to ban RT and Eternity:
1- Targetting Deja Vu lets you have an extra one. banned deja.
2- Lets you have more than 2 Pharaohs and random creatures.

Still don't know why Salvagers are banned.

I see both RT and Eternity banned.
Salvagers are banned because they can give you a third permanent.
