The top one is.  From my very limited testing it is a smidge faster, but is also less consistant.  I'l have to do a ttw on this deck for a true comparison.

from my 3 tests before bedd and my 25 tests this morning, this deck IS faster than The Fastest Speedbow Eva!

usually The Fastest Speedbow Eva! took about 5 turns whereas this deck took 4-5 turns.  i absolutely love this deck.  im switching decks as i write this.  its slightly faster but it is faster.  (note:  my calculations may be off i didn't feel like averaging the ttw i just took the one that finished a game the fastest)

1. i did that allready with 50 test games (and yes i did the ttw calulation)
i run 50 testgames against ai and your first deck reached an avg. ttw of 5.840.

2. be cautious with statements like "it IS faster" after 20-30 games. 50 testgames can vari alot (up to 0.5+ turn) depending on your ai3 oppnent and your drawing luck.
3. anyways - i agree so far. this decks seems faster then "The Fastest Speedbow Eva!"
im going now for 200 test games and will post them if im finish.

the avg ttw (6.05) i posted there is counting the ttw from losses aswell.

if i take the losses out of the statistic, like we did in the first ttw study, i get a avg. ttw of 5.905.

so its pretty the same speed like jmdts Da Fastest Speedbow Eva! (http://elementscommunity.org/forum/index.php/topic,11757.0.html) (5.955 ttw).

I did 100 games on the current version.. mebbe i was unlucky by winning the long game if you know what i mean ^^, but it has

wins 98, loss 2, ttw 6.01
turns | wins
4 | 10
5 | 33
6 | 28
7 | 14
8 | 8
9 | 1
10 | 1
11 | 2
12 | 0
13 | 1 (not catching a pillar the first 18 cards)

it is obvious that all games above 8 turns are extremely unlucky draws and the deck is overal hitting 3,4,5,6,7 very consistently. Apparantly this deck cannot handle them. If you would take those out you get a ttw of 5.63

What if you swapped out the Werwolves and long sword for 3x chaos power and 1x Vampire Dagger?
That would be useful for pegasus and just generally buffing things plus the dagger would give it a small EM rate.
Keep a werewolf or 2 imo, but the vamp dagger over the long sword would be much better,
