So this card allows you to see all your cards and choose one to play. The deck then reshuffles. I know this may be OP but it could cost a lot of quantum or maybe does damage to you to balance it out. Like in exchange of being able to do this, take 20 damage and also pay a lot of quantum.

You could, but tutors were discused extensively and the consensus is a strong 'no' towards them.
