I'm waiting for you to get the card right on the first time.
The upped and unupped is flipped. But I would agree that Sakura should be in-element only. I'd also give it 1 HP to make it more killable.

Cherry Sakura + Fractal... uh. And this being a mono, you can already add EQs, Disco or Pest.
I suggest make both cost  quanta. Still very strong, but not that much like now.

So the opponent has the options of casting a Purify on it, heal it up with a Guardian Angel, or just say bye to 5 quanta

And it even works a bit as anti-CC, since one might choose not to cast a RoF or Thunderstorm if low on quanta

To be fair, you're going to have to pay 3 to get the best unupped effect- 2 to cast it, 1 to kill it (Chaos seed).
A cost of three isn't too bad.

It is an unnecessary change, not an unbalanced one. It loses one health per turn as well, so I see no reason to use a Chaos Seed on it.
