Sounds very interesting, deck building rules might be reviewed a bit I think, I'm not a fan of an all-open meta, but otherwise this seems quite appealing, I'd definitely go for it.

I agree, it would be nice to see more creative decks and less time tested off-the-shelf ones. On the other hand, I wouln't like it to be very restrictive... Idk, maybe that's a hard thing to achieve.

why can't it just be the best from every country?  That way, it wouldnt matter if you're country can fill 3 people or not.  Also, for most country execpt where elements is popular, it would mean you are likely to be paired with a noob or two if they suscribe which will mean unfair matches and loss of fun for those good players.  And as mentionned earlier, I'm from Canada and I don't think my country will have problems to fill 3 good spots if it stays this way

Personnally I don't care making it solo or team, but since this is meant to be a team event, let's keep it this way then!

Should be regions. Split the US, Canada, Brazil, Italy, China and others into groups. Combine other countries if they don't have many people. You could even have teams of 4 if you do this, which is way better than 3 for an international event.

As I mentioned in the rules, countries with less than 3 team members should be able to play just fine. It is explained in the "World Cup finals" section of 3: Brackets.
Splitting countries, IMO and as it's been pointed out in other comments, would go against the "spirit" of the event, being a World Cup. It's true that a team of 3 from a country with so many members as USA is a tiny fraction, but it also means a larger qualifier, and at the end of the day, a stronger team.
Why do you think teams of 4 are better than teams of 3?

I see you have no rule for 3 vs 1?
Also, I believe you should get some restrictions on the matches else it just becomes a league 2.0

Idea : Get each country to choose a national card. Only this country can use the card.

Also, How much team would the 2 phases last? Say a country has less than 3 participants, how much time do they ahve to wait that the other countries chose their participants? Remember that if someone has nothing to do in an event for a while, they might just totally forget about it and you can lose your players.
