my 2 cents:
Who should have access to the competition? (Idea Factory or entire CIA?)
- entire CIA, IF members still eligible, more varied input, and a lure of a forum icon.
Who should decide winners? (Idea Factory, CIA or Hybrid?)
- Idea Factory votes for the winner (on honor not voting for their own card if applicable), but IF also maintains the rights to edit/merge/alter submitted ideas when moving forward beyond the competition

Depends on the amount of submissions. If there are a few we can just vote on them ourselves. If there is a lot of submissions we could have an elimination vote and see which cards get the lowest votes, to lessen the amount of ideas we have to decide on.

Idea Factory. Possibly 2 rounds of voting if there are lots of good ideas.
Honor system: You cannot vote for one of your ideas and you should not favor ideas of other members. The Idea Factory should be impartial on this.

I think if we are going to vote on a range of 1-10, we should make a standardized scale.  Like is 1 very bad, 5 average and 10 perfect, or is 10 perfect, 9 great, 8 above average, 7 average, 6 below average, and 1-5 varying degrees of crappy? 

Personally I am a bigger fan of the 1-5 scale, with 3 being average. A 1-10 scale feels like a graded term paper which needs to be between 5-10 or it will make someones feelings hurt.

Maybe it would be beneficial to come up with a score card of sorts, which totals up to 10.  ie 0-1 points for the card name; 0-1 points for elemental association (does the card fit in with its element in some way); 0-5 points is the quanta generation mechanism new/interesting; 0-3 points for balance.  There could be other factors to consider and in order to add them into the score card we could take points away from the latter two in order to reach a score of 10.

I was using a 10 point scale so it could be split into 2 5 point scales (Mechanics, Theme) or into 3,3&4 point categories (Balance, Metagame, Theme) However moomoose's division of 1,1,5,3 seems better to me.

A rubric will need to be created during this two week period. So what are people's opinions on what categories should exist and how we should evaluate them?

I suggest that we also use the final rubric to judge a few of the cards in game to give a comparison. (perhaps Brimestone Eater, Nova, Pendulum to give a range)

I think the main categories should be:
- How much original the card idea is
- How well balanced the card is
- How much would it fit into the game
- How much would the addition of this card affect the quanta balancing of a certain deck type

Nope. I'm referring to previous discussion inside this thread. For instance, an idea that enhances trios would receive a higher rating in this point than, say, a card that enhances rushes (as we already have immolation and nova for that).
