I must point out that a "Passive" ability can't be lobotomized. Scorps' "Venom", "Vampire", "Accelerated" are active automatic abilities. I think you should define what ability is active and which is passive (one creature can't have 2 active abilities, but dunno if it can have 2 passives... unless you count airborne).

Other than that, sounds OK to me. I'd like to see some changes in the wording, but IDK how to improve it.
Well it's really only 1 passive ability that does 2 things. 1 cost quanta to grow attack and 2 upon death grow more starfish.
With it being a passive ability you have no choice weather or not to pay the quanta. I you have the required amount of quanta it eats it and grows in strength if not it just doesn't attack.
The passive ability's name is "Parasitic Infestation". The Parasitic part is where it eats your quanta, the Infestation part is where upon death you gain 2 basic starfish.(it's a modified form of the infest skill of Malignant Cell) and also where as this creature could give you a boost off the bat if to many of them spawn then it could also cost you to much to win. In that respect it's a 2 edged sword.

Its sole reference is found in Ovid's Fasti (3.793 ff), where the creature's entrails were said to grant the power to defeat the gods to whoever burned them. The hybrid was slain by an ally of the Titans during the Titanomachy, but the entrails were retrieved by an eagle sent by Zeus before they could be burned. The creature emerged from Chaos with Gaia and Ouranos.
The Ophiotaurus was probably placed in the heavens as the combined constellations Taurus and Cetus (bull fore-parts with a sea-monster tail), alongside the lyre Lyra and the altar Ara. Ophiotaurus means cow serpent in Greek.

My take on this is the Ophiotaurus is a creature of light and innocent creature. And the
sacrifice of such an innocent creature could bring with it great power.
The way this would translate into the game is by either giving a massive boost to either quanta or card adavantage.I chose the quanta adavantage with giving plenty of time to counter the sacrifice of such an innocent creature.

steal away. I have no problem with that and just because the ideas are along the same lines is no reason to give up on one.  With this idea and mine it just goes to show that something along these lines could be used in the game.

The damage will stay at a pretty low level since stacking multiple batteries has no use. As I said before, the damage potential of Fractal, Paralel Universe, Firebolt and Drain life are much higher.
This card also has the disadvantage to be a permanent (as opposed to the spells mentioned earlier) and it has to be around for a while to get full nuke effect. In my opinion this is what makes it balanced.
ah yes I see where I missed that part. Also you said you wanted it to stack but thought it'd be OP. Well how about if you made it 1 damage per counter and let it stack. Also changed it to

 :aether :Discharge: Unload all damage onto Target.

This way it could also target creatures.

Just another idea for it.

NOTES: I thought that most elements have 2 shields and all the minor shields are getting a buff so why not give time a new shield.
Most of the Shield is simple. However the part of "Attacking creatures have minor chance
to suffer Rewind effect." needs a little explaining.
The "Rewind effect" is common enough however "minor chance" is not.
I'm not really sure what most poeple think of as a small or minor %.
I think that a small or minor % is in the low part of 100. or 1 out of 100 = 1%.
So by minor I mean that any creature attacking has a limited chance to be hit by the Rewind effect.(based on the attack power of the creature.
At 1% chance per attack point. So on any 1 attack that any creature who can harm the player thru this shield would have a 2% chance of going back on top of attacking players deck. Also the Crimsion Dragon(with no buffs) would have a 12% of being hit by the Rewind effect.
Also if the creature does not damage the player past the (after the damage reduction) it can't be hit by the Rewind effect. (I.E. Gravity Pull)
If this set up it to high on the % for the effect to trigger please let me know.

This isn't bad but the 5damage charges may be a bit high. Here is why I say this.
Unupgraded
With 1 Battery + 6 lighting bolts = 60 damage for 18  :aether (5 :aether battery cost + 12 :aether spell cost + 1 :aether activation cost)
With 2 Batteries + 6 lighting blots = 90 damage for 24  :aether (10 :aether battery cost + 12 :aether spell cost + 2 :aether activation cost)
With 3 Batteries + 6 lighting blots = 120 damage for 30  :aether (15 :aether battery cost + 12 :aether spell cost + 3 :aether activation cost)
With 4 Batteries + 6 lighting blots = 150 damage for 36  :aether (20 :aether battery cost + 12 :aether spell cost + 4 :aether activation cost)
With 5 Batteries + 6 lighting blots = 180 damage for 42  :aether (25 :aether battery cost + 12 :aether spell cost +5 :aether activation cost)
With 6 Batteries + 6 lighting blots = 210 damage for 48  :aether (30 :aether battery cost + 12 :aether spell cost + 6 :aether activation cost)
Upgraded

This may seem off topic but I don't think so. Some more base Vanilla creatures would be good. To a point. Here is that point.
Ability Jammer / Ability Jammer (http://elementscommunity.org/forum/index.php/topic,19637.0.html) I came up with this idea to help promote the deck creation of a more base line "Vanilla" creature deck. Also The big "Vanilla" cards already in the game are the dragons. I think that every Element could do with 2 "Vanilla" creatures other than the dragons. That would give each Element the chance to build around any card that may come along in the future that would block or remove a skill. Heck even deal with cards "Butterfly Effect" and those like it which change or add an ability. Now with that said.
Ratcharmer is right as far as the fourm crew making "Vanilla" cards. We don't need to as Zanz is far better at it and can see the wholes that need to be filled.
