There is no such card. The two mainstays of a rainbow deck are Quantum Towers and Supernovas, but PSNbows forgo quantum towers and fat time-mark rainbows forgo supernovas. Among all other cards there is none required in all rainbows.

Cards which use multiple elements (as their ability) are often more easy to balance for quantum. Also they are often more strong for their quantum costs compared to "mono cards" (as mono cards have to pay for being mono). As such those make viable ideas to start a new rainbow deck around.
