Shields remain because they make more strategies viable. Shields make the game more fun even though they increase desync rate. Mulligan barely improves the game,  but increases desync rate anyways. Actually, I'm not even sure mulligan makes the game better even when you do not count the increased desync rate. It buffs 2-card combos like immophoton, but they don't need a buff.

I just looked through all of your posts and can safely say that I have two options here:
A. I can input my opinion in the form of: a small button that you might buy for 400  :electrum in the main menu? Yes? No?

or, B. We could just create a card that reshuffles all of your hand into your deck and draws 6 or 7 new card from on top. Most likely a  :entropy or Other card.

Your choice.
Option a. I see no reason to make it cost electrum please explain why.

Option b. Why would you restrict it to one ele and that card is op (potentially drawing 6 cards)
A: The Mulligan option is obviously wanted, but making it cost electrum makes it availible only to people who want it, thus it would cost, perhaps only 50 :electrum. Yes?

It also buffs control decks that run a few copies of a diverse selection of cards (like rainbow control) and decks with a gameplan on a specific curve (like leaf dragon powered decks). Mulligans make more decks viable, like shields, while increasing the desync rate, also like shields. The difference? Mulligans always increase the length of the game (and therefor the desync rate) by 1 turn, shields can succesfully stall several turns. Shields are a bigger concern for desync than mulligan and yet nobody complains about shields existing.

oh really you mean he does not receive any money from kongregate or our donations? and "newbie" or not i would like the game to be much less based on a lucky draw also i think anyones imput is valid if they have played the game for any decent ammount of time..... your statements sound very eliteist and  condesending.

Mulligan already exists in the game and Zanz has chosen not to make it a player choice for programming and design reasons.
