I acknowledge that all mafia discussion must occur in this thread, unless specifically permitted by the host through the Secret Note item.
inb4: Roll civ, night killed or lynched first. Or roll mafia and get ID'd first.
Also, the "lynch priority" seems broken. Might be better to make it randomly chosen between everyone tied. Potential strategy: split votes between two random people (or maybe more). One gets lynched, other lives. Next round the person that lived gets votes split between him/her and another random person. If the same person lives again, you can repeat or try one more time for further "verification." If a person survives 3 lynches in a row, there is a decent chance they are mafia. Obviously the items could mess with this strategy, but I'd say it's sound. In fact, I think the voting manipulation items make it worse for the mafia, as they won't do the mafia any good against this strat (they are going to live in the event of a tie anyway). Anyone that survives a lynch with this strategy is almost definitely of equal or lower priority than the person that died that round, so if an important "brotherhood" member is lynched this way, the remaining player is either an important brotherhood player or mafia. It's kind of difficult to rap my head around all of the ability interactions in this scenario, though... maybe the mafia can come up with a strategy to turn it into their advantage, but I think they are disadvantaged otherwise.
Also, if one or more mafia members randomly get the diary at the start of the game, it means they have a useless item. Not sure if that is something you want to happen or not. You could make it so that it always starts off with a civilian if you want, or you could make it so that the deceive ability also works on the diary.
Also, how does confiscate interact with item usage? Is the order of item usage dependent upon the order people PM the host, or are all items activated at the same time but in a specific order?
