Why have this as a creature over a permanent?

That's the only real question I have for this card. I like how it denies any sort of deck except for a Water deck. The FG Neptune could really use this card.

But indeed. This is like "opponent can't play any non-water creature the next turn". The equivalent of creature Silence (and more powerful too than Flooding)
