The idea of draining  :aether :aether per turn is to keep the playing cost low so it can be used earlier in game. This distinguishes the normal from upgraded version. I want to keep normal one "easy to play, hard to keep". So maybe I can lower the playing cost to 2 ?

Now that you mention SoPa, that reminds me. This would be very ugly in a RoL Hope deck.
Consider: this + phase salvager w/ SoPA means not even most PC would help (except steal which ignores salvage)

Then the prison should disappear as soon as the permanent is destroyed, not like the sanctuary. This way you can destroy the prison and then use Cc on RoLs or on the salvager.
