I found it! The Corpus Clock Chronophage (http://en.wikipedia.org/wiki/Corpus_Clock)! It also has a great appearance!
I also thinks that Chronophage is a great name, it represents a creature that eats time, making things age and wear out.

I like this creature but I also wonder if you should gain 1 quanta of the ability's element to better reflect the "feeding" theme.

Nice idea, but i'm worried of how making the text fit inside the box!
Could you think of a proper wording to express the concept?

I'll try but first I need a clarification: does the ability cost go up each time you use it or just by 1 permanently (thus affecting each use)?

I am very impressed.  One of the strongest ideas I've seen in a while.  I only have one thing to add: how about letting this target creatures?  Very many decks do not use permanents with abilities that require activation - in fact, there are very few permanents that require activation at all, and using this on Sundial would be worthless.  I see no reason not to, it's still less powerful than Lobotomize in most cases, and would let this card see a lot more use.

I can see using this (especially if it can target creatures) in many Time-based stall decks.  Slow down opposing Golems!  Cripple an enemy Pegasus or Otyugh!  This isn't really soft PC or CC, though - that's an illusion.  This bears a closer resemblance to Devourer or Discord - it is soft quantum control.

It makes perfect sense for Time to get this card, it fills a great new niche, it can be soft-countered (well, for creatures anyway) by Shard of Readiness, plus the art is amazing and community-generated, it is extremely well-balanced, and doesn't steal a niche from any other Time creatures.

Wonderful, wonderful work.  I will be voting for this in the polls - something I rarely do.  Definitely hoping to see this ingame.

Alternate wording for a creature-targetable version:
" :time: Consume
Target becomes Consumed and its ability's cost increases by 1 whenever it is used."
(It is not necessary to state that Consumed is a passive on the card text itself.)

Re dracomageat's idea: if you gain any type of quantum for using this creature's ability, it should be Time.  Except in rainbows, that extra quirk will be worthless; gaining 1 :time for "draining" your opponent makes sense, doesn't imbalance Chronophage's ability by making it "free," and also makes this a potential new :time-generator in conjunction with Shard of Readiness.  However, I'm not sure how to fit that text on the card either.

Wow. Definitely a card worthy of the game. I'll add it to the Metagame thread.

Chronophage is a good example of a non PC defense against offensive permanents like Hourglass and Mindgate as well as a good example of non PC Counterdefense vs Owl's Eye, Trident, Eternity and Pulverizer.

It is useful while not too powerful and has an appropriate upgrade. Judging the balance of drastically new effects is always imprecise but I think this card is balanced.

Wow, people, thanks, i'm really happy to reading your comments, and i really thank you all for your support!  :D
I agree with johannhowitzer that making Chronophage able to target creature would be appropriate, giving it more usability without unbalancing it.
I'll make this modification soon, and then i will submit the card for crucible.
Also, thank for the help with wording!

It goes up each time.

Wow.

I love this card, man. One of the best I've seen in a loong time.

Fits with time, soft PC which is exactly what is needed, makes the opponent think about his moves.

Loses some of its uniqueness in targeting creatures, but that will probably increase its use, by quite a bit.

I modified Chronophage to be able to target permanent and creatures.
Sidenotes:
  • currently there are no cards in Elements that are able to target both permanent and creatures
  • currently there are no permanents with passive abilities
