Maybe because cards being drawn counts as a different effect than something like NM? It's not a major issue with the card itself, unless you have a Sanc, and they are not too common. I think you should still draw with a Sanc if your opponent plays SoBe, do maybe the effect could be reworded to allow this.

In my opinion, SoBe should be completely blocked by Sanctuary because:
  • The Sanctuary effect clearly has precedence because it's meant to guarantee a player that his hand will remain untouched during his opponent's turn.
  • It's consistent with the current card descriptions (well, they could be changed, but anyway). "Draw an equal amount of cards." If my opponent can't get new cards into his hand, the amount of cards is 0.
  • This fits better into the concept of bravery which includes the idea of fairness: You are brave by risking that your opponent will draw better cards than you ("giving him an equal chance") because you're sure you'll be the winner. If he couldn't draw as many as you (i.e. 0 compared to 2/3), it'd be "unfair".
  • As said above, the card is powerful, even with its (well-done!) nerf, and can make a deck strong. Why shouldn't it be added to the list of things that can be countered by a Sanctuary: Devourers (can make your opponent unable to play from turn 2 on!), Discord, Black Hole (hinders the early game of your opponent), Bolts (unexpected winning move), Nightmare (Ghostmare, nuff said), ... did I forget something?

It's that it happens despite Sanctuary.
My 3 game-modification principles:
1. If it ain't broke, don't wreck it.
2. Simple fixes for simple problems.
3. Remember to fill in the holes.

But that's usually not a problem in my experience. Besides, with deckout, if you know opponent has some SoB, start rewinding sooner. As for hand clog, except instosis, I would rather draw until my hand is full rather than not. It's like the difference between, single, double, and octuple draw.

But you could also be decking yourself out. In the case where the opponent has a small deck, it would probably be a rush that would love to draw half its deck in two turns. If it's humongous, then it's more likely it has eternity, or you could even just be decking yourself out if you were relying on a big deck to deckout.
