It's so long I've seen a deck like this...or even cards for that matter. I hope you'll pardon the dust from my keyboard and the dust from my brain as I offer some advice.
First off, you don't have enough
generators to reliably power the fractals. In fact, I doubt you can get off more than two in a standard quick paced (6-7 turns) game. Secondly, you lack control. I know it's a stall deck, but you should still have a little bit of control. A dimensional shield can stop all your creatures cold, and you cannot get rid of any annoying creatures of your opponents. Finally, slim down that deck; 30 or 31 cards. The smaller your deck size is, the better chances of drawing the cards you need.
Your main strategy works much better upgraded, since the gnome riders would be free to play instead of costing quanta. It is a fun and interesting deck, but it wouldn't do too well in competitive battling since it's too slow, not focused enough, and doesn't have enough to take a large beating. The quanta balance is also a bit off, and if you can't get a fractal off, you have dead cards and a dead deck.
