Surely this has got to be massively op just simply reset the duel yes can be helpful to recover from a bad start but the only card i know that has a similar effect was fiber jar from yugi and for as long as i've known the card it has been forbidden

Not the duel, just the deck.  Although drawing the cards will not be in the same order, card will be drawn in a different order. Creatures and permanents currently on the field remain on the field.  Maybe I should have stated better "Destroyed cards are returned to the deck."

Anelle was a skrull princess who was killed along with the other member of her planet when their planet was devoured.  This card is a play off there story, hence almost all creature will be destroyed when this card is played.
