It's almost painfully slow right now EDIT: in AI3.  I'm considering dropping the  :life entirely and using dragonflies for better quanta production.  Thoughts?

Another good option for Fying Owls eyes is death. Bonewalls and flying arsenics are always good.

Another option you could do is Unstable gas. Use dragon flies Flying Owls eye, Unstable gas and an immolation or two to light to UG

Modified to mono as follows:

I don't presently own another Owl's Eye.  One of the following scenarios shows up consistently - 21 trials, roughly seven occurrences each:
  • 1. Hand looks something like Sky Blitz, Sky Blitz, Sky Blitz, Flying Weapon, Pendulum, Pendulum, Pillar, Pendulum, with quanta producers but no Dragonflies in a pocket to follow until dead.
  • 2. Hand has 1 Pendulum, 2 Sky Blitzes, and 5 Owl's Eyes, followed by Dragonflies until dead.
  • 3. Hand contains some mix of Dragonflies, a Pendulum or Pillar, and Flying Weapons, followed by Sky Blitzes.  The first Owl's Eye appears in hand around the point I'm hovering around 20 life and opponent can consistently expect to do +/- 15 damage.
This combination of outcomes tells me that the mix is off, the concept is bad, or karma had it in for me.

I would drop down to 1 or 2 sky blitzes you aren't likely to be able to use more than 1 maybe 2 a game.
wings or fog make solid additions imo.  Also if you want to compliment your cc add thunderstorm or shockwaves.  If you want more damage add dragons :3

Flying Owls Eyes are a great combination, and as Sevs said above, if you want to duo, they usually end up with fire (however, this is more of a combination with Unstable Gas), or with Death (which takes full advantage of the synergy with bone wall).

Obviously the decks tend to get stronger the more Owl's Eyes you have, as it is a two card combo, you want to make it as likely as possible to get those two cards, they don't work that well as an auxilary.

Sky Blitz is a decent card, but quite frankly it tends to work better with high attackers, like wyrms and dragons, while Owl's (and Eagles) eyes, with only 5 attack don't get too much boost, and you would probably be better off with another card in there, which suits the strategy better.

Most of this was done above, but I personally would put much more emphasis on the bone walls (shown below) as they are your primary defense, and throw it to 31 cards in case of Titanium shield. (Sounds ridiculous, but it happened to me in a tournament), while the dragons I see as more stylish extras. The Bone walls really keep you alive, and make a huge difference to your play.

(An advantage of the dragonflies is you can kill your own to stall, say if you're playing against mono Aether or something)

Try to stay as true to your idea as possible I will suggest fewer changes than some others.

Took out 1 sky blitz for 1 air piller.
Took out 1 adrenaline for 1 air piller.
??? = druid staff in, and took out a life piller.
Owls eye drains your quanta alot so I added more air quanta, also the faster you get it out the better.
4 flying weapons = 5 weapons. 4 can fly and 1 can stay in weapon slot.
Druid stall will make the game last longer and let owls eye destroy higher HP creatures. Druid staff is like a SoG but deals damage and if you fly it and add adrenaline then it attacks 4 times and heals you for 20!!!!!!!!!!!
I took out sky blitz because 4 seems like too much, yes it is good but the only thing that it becomes godly wiht is the dragon, if you want you should add another dragon but then a little more life quanta to balance it.
Overall I like you idea though cards with 5 attack don't get much of a boost in damage it is still a boost.
I hope I stayed true to your first idea enough, I really like it.
Also druid staff adds a chance for an EM, and that's always awesome!!!! Even with Phase shields I think druid staff will lets you gain HP so it is an underestimated card I think.
I am not that great at quanta balance or I would be able to help more, sorry. If you want any more help on this then please send me a message or catch me in chat, or for any other decks you need help with. Also taking adrenaline out for heals or something might be good, it will stop some early game finishes as more health = longer game. Best of luck to you!

Let's first look at your choice of cards:
Owl's Eye: A good form of CC, easily sniping down small creatures. Very nice. Fits well in this deck.
Sky Bliz: I see what you're trying to do there. Sky Blizing an Adrenalined Owl's Eye or Emerald Dragon would do a lot of damage. However, it will consume all your quanta, resulting in your inability to spam Snipe with your OEs.
Emerald Dragon: High damage Life card with a decent cost. However, putting only one in there will not make much of a difference in the deck. Most of the time you will not draw one. Add more of those or simply remove that lonely dragon.
Flying Weapon: Well obviously you want to have multiple OEs sniping down creatures. Good choice.
Emerald Pillar: Totally unnecassary. Your Quanta Index is already too high. You do not need those in there. Your pendulums would suffice. In fact, I think you should include more Life cards to use up a lot of those Life quanta you will have excess of.
Life Pendulum: That's enough quanta to go around imo, maybe you even have a bit too much quanta. Put some more Emerald Dragons in there to replace those two Emerald Pillars.

Very interesting deck indeed! Thb I've never tried Sky BLizing an Adrenalined creature yet! (Lol what a fail Air Trial Challenger I am). I gotta try your deck sooon! :P
Tasted the world, seen more than enough.
