For balance purposes (mechanics), and because an elmental (i.e. player) has to mix there own blood with it to gain access to its power. If this seems well balanced enough, it may make a good rare card or even a special reward obtainable only from defeating Half Bloods and False Gods. Thanks... but credit for the symbol itself goes to EmeraldTiger. Its his artwork, I just scaled it down to symbol size.

(In fact, seeing the symbol on one of ET's posts helped inspire the series ... along with Odideph's "The Blood Price" Card)

It really drains a lot of hp. Just 4 hp payment for 7 Blood in both versions with the upped version having zero quanta playing cost is fine IMO.

If the cost of a card it random, the table only requires the number of quanta needed, WITHOUT the symbol.
