Ok, first, +Rep for the XKCD reference.

Unfortuantely, while I love the idea, the cost is off.  Compare Vulture | Condor, which is the same creature minus the attack ability AND with lower stats.  This needs +1 cost for the higher stats and another +1 cost for the special ability...or maybe just +1 cost for both, but either way it can't cost the same as Vulture | Condor.
You're right, it's this way because in the first version it will get +1 | +1 ONLY if it kills the delayed/frozen creature, not for every death.
So that was a disadvantage versus the traditional Vulture, which compensate for the added attack.

When i modified it, i forgot to balance the casting cost!

Do you think is best to give the +1 | +1 only for the creature it kills, or leave the creature as it is and adding 1 :time or 2 :time to the casting cost?

I enjoy the first concept of it only getting bonuses from creatures it kills, personally.
Strike that, reverse it.

But the first concept was "When a creature is delayed, Time Vulture attacks it. If the creatures dies this way, Time Vulture gets +1 | +1".
The old one can attack multiple creatures, and that caused a problem with Procrastination | Turtle Shield. In the long run it will kill every opponent creature with a single hit, making him growing really big!

So the possibilities for the killing are:

I will change the Time Vulture when i got some spare time!

While it would be a good idea to make it attack any creature that doesn't attack, how would that work?  Let's say you have a Diamond Shield and your opponent has a Photon (1|1).  I assume that the Time Vulture would then attack the Photon because it is unable to attack.  On your opponent's turn, they use blessing on the Photon and it is now 4|4 and deals one damage.  (It attacks now.)  Does a ripple in the space-time continuum then open and swallow you and your computer, or does a raptor bite into your skull and kill you?  That's where I am confused.
Also, to stay true to the comic (I love XKCD), it should really only affect delayed creatures.  Although, from its point of view, everything is delayed.  Here come those raptors... :(
This thing seemed dead inside. It seemed like an automaton, trying to act like as if it was alive. The effect was unsettling.
Orianna made a sound that supposed to a girl's squeal of glee and hugged The Ball. While it might have been touching, it was unfortunately only horrifying.

If it attacked only non-attacking creatures, the Time Vulture will attack the 1|1 Photon, but not the 4|4 Photon, because when it grew, he started "moving".
But that's not how the Time Vulture works, so don't be confused!  ;D

I know, the first version attacked only delayed creatures, but i feel it was limiting (worked only with Procrastination, Stone Skin and Iridium Warden). Also, if you think about hybernating it's all about stopping vital signs with very very low temperatures, so it's fitting.
