Sounds fun but isn't he overpriced ? I mean he has very little starting stats and can only freeze your own creature.
Think so:: i'dd say 3 :water or 
4 :water
3? goodness no thats crazy OP, compared to condor this is better in so many ways, the requirements are easier to meet, it can be done a lot more faster and it has higher stats

5 maybe but i reckon 4 is still too low

what does everyone else say...

The upped image and text disagree about the stats. I used the table.

Master of Ice has 2 primary usages that tend not to overlap. I will evaluate them separately.

Master of Ice is a Allied only version of Arctic Squid when used to Freeze your creatures for Catapulting. Arctic Squid is not balanced with this usage in mind and is not used for this purpose because it is UP in this usage compared to using multiple Freezes. Therefore to be balanced Master of Ice must be better than Arctic Squid at this usage and still not overshoot Freeze.
Master of Ice costs 4+X :water +1 card for X freezes. (atk ignored because the freezing rocks win condition ignores such low attacks)
Arctic Squid costs 3+2X :water +1 card for X freezes. (atk ignored because the freezing rocks win condition ignores such low attacks)
For an expected X>1 Master of Ice fulfills the first requirement.
Freeze costs X :water +X cards for X freezes.
For an expected X<6 Master of Ice fulfills the second requirement.
Launches required usually fall in this 2-5 range.
A cost of 3-5 :water would be balanced here.

Master of Ice can also be used as a faster version of Vulture. (Water freezes much faster than Death kills)
Master of Ice costs 4 :water|4 :water + 1 card has 0|2 attack, minor hp and increases +1|+1 per creature frozen (Ice Shield likely)
Vulture  costs 3 :death|3 :death + 1 card has 0|1 attack, minor hp and increases +1|+1 per death trigger (Cat or CC likely)
Using Ice Shield, Master of Ice increases by +X|+X where X starts at roughly 30% of the opposing offense and slowly shrinks to 17.7%.
Since Master of Ice does increase faster than Vulture it should cost more than Vulture. I would estimate that a 5 :water|4 :water + 1 card casting cost with 0 attack would be more balanced.

Sidenote: Master of Ice can be used as AntiCC.

Your right in using the table for its stats and costs, the upgraded card ended up like that after if imported the forum code in to the card creator (no idea why) as soon as I have access to a computer which can run it, i will make the suggested changes

also, anti creature control? I fail to see how it helps, or do you mean as a counter to freezing, basilsk blood and antimatter?

Beyond the simple deterrent from using freezing, it can protect against CC shields and play mind games with the opponent.
Also it can be used to protect creatures from hitting shields at the cost of 3 activations/4 turns.
A correctly played debuff (like freezing) can bluff your opponent into misplaying their limited creature control.

In that using freezing as a CC method will empower it, as well as it's own ability to increase it's power will, with enough freezes, render it nigh-invincible. Not to mention being a useful way to control any creatures turned against you via antimatter, as well as a method of handling SoSac.
 Considering the 'incvincible to CC' area begins at about 5-7 HP, and that it both starts at 3 and can self-trigger the effect, it will grow very quickly beyond control by the opponent. imagine an Otyugh that gets to eat a creature once every turn. after 5 turns it's at least a 5|8, and that's if it's on it's own.

Nice card. Its main use is like a Vulture, but i feel that a cheap way to freeze your creatures is nice.
I see it useful for Anti-Shards of Sacrifice and Anti-Antimatter. And even Anti-Malignant cells.
Also, nice combo with Voodoo Dolls (freezes weapon) and Catapult (but that was already said).

I like it, i feel this opens many possibilities.
