NOTES:
Here is the idea: when a Lich is on the field, your dead creatures turn into skeletons, which can be raised by a Lich (like Phoenixes). However, a raised creature is not as tough as it was -- only 3 HP left. Weaker creatures could get their previous HP. When a Lich is killed, it turns into a Lich Skeleton and can be revived for 3 :death

Note: 'random' skeletons from a Crypt | Mausoleum raise to random weak creatures (3-4 HP).

This card is intended to work in synergy with the Boneyard.

Edit: I missed that dying creatures become skeletons.

It is not a grave. Phoenixes are allowed to reborn from the ashes, Mummies are allowed to be turned into Pharaos, so why a Lich cannot raise a dead body?

Yep, this is what i mean :) How do you like the idea?
I would change it to:

"Creatures become skeletons upon death."
" :death :death: Raise Undead: Reverse Time on target undead"

Unfortunately, it reminds me of Graveyard + Eternity.

Maybe you're right, but 'Reverse Time' produces random creature from a random skeleton. I'd like this process to be non-random.

Sounds like you want Skeleton to be changed so that it is not always random. Say, Skull Shield and Boneyard make Skeletons with predetermined results when Undead is triggered.
This change would still be required for this card so why not make the key change without the fancy covering?

What can necromancer's do that cannot be done in the game? Suggest those effects.

Well, raise a specific undead, maybe? :)

Also, control the skeletins, making them attack a specific target.
